Quebec is an autonomous and French speaking province of Canada that independently decides its immigration policy and programs. If Quebec accepts you for Canada PR, the province will issue you a Quebec Selection Certificate, with which you can apply for Canada PR with the federal government. You can apply directly for experience class or business immigration under the program.
For any of the immigration streams of the program, you first need to apply with the government of Quebec and then with the federal government after receiving your Quebec Selection Certificate.
